The ‘approval’ method of selling stamps by post is very well established. Probably the best and cheapest way of acquiring stock for resale is to buy private collections, either direct from the public or at auction, though it is possible to buy stamps in presentation packs from certain suppliers and, of course, if you are interested in dealing in current  stamps and the many commemoratives issued, you can buy them across the counter at face value at any post office at the time of issue.
